Hello, yes you can. Being in New Zealand doesn’t restrict buying a Russian version of the game. Using a VPN won’t block access to it, and the game should be available in Russian. Enjoy playing!

Check G2A.com for a wide selection of games at reasonable prices (verify the worldwide edition). Avoid Russian versions unless you're consistently using a VPN, as PayPal may block transactions through it.

Steam seems to be making changes that might affect Russian games. A few years back people thought it would stop playing them. If you're after budget titles, consider checking G2A instead.

I would also recommend going to G2A for cheap games. Just avoid the VPN nonsense, you never know what Steam will decide to do later on with those keys. As to answer your questions, you will need the VPN every time you play and I don't think the language will be locked. I heard the same. Something about not being able to activate games for Russia/other countries if the country you "registered" the account with doesn't match up.

I just purchased a Civ 5 key and can switch languages to my preference. However, I need to note that I didn’t use a VPN because I don’t like it.
