It's not really like that. A 3950X on an X570 board will cost less and run significantly faster than the 7980, 9980, or 10980 Intel CPUs. The X299 model has been discontinued since its release, so for the same price you'd get a 24-core Threadripper that outperforms this CPU.
The thread that costs around $1,000 and runs at 4.5GHz is likely Intel's Iris Xe or similar high-performance threads.
The actual value of a 7980XE comes down significantly compared to a brand-new setup. A R9 3950X paired with a $250 motherboard and $720 for the case could drop to less than what you’d pay for a brand-new 3950X and board. For a used model, you’d likely get a much better deal depending on what features matter most.
