This begs the question of where you bought the game. Was it the game's official store? Open a support ticket with them. If it was from a grey marketplace, there's a chance that support fixes your problem but it's a lot more slim.

It usually takes around $1 to $2 on certain CD-keys platforms, which means you can likely get another copy.

Original item... purchased at a major retailer or found at a garage sale/Ebay-style? If it came sealed, you can visit the store (Steam support is slow) and ask for another copy or a refund. The purpose of sealing cases is to stop keycodes from being reused multiple times.
