It seems to be a national defense communications setup with missing transmission/reception parts. The upper section appears to serve backup or internal storage functions. Unfortunately, it’s not located in my garage. I could design a system using my ham license. Stay safe.

What I don’t recognize but seems like a HAM radio or similar device.

You might check for a VGA port or similar connection at the back, then look for a keyboard, mouse, and monitor to see what’s being sent.
