It seems to be a national defense communications setup with missing transmission/reception parts. The upper section appears to serve backup or internal storage functions. Unfortunately, it’s not located in my garage. I could design a system using my ham license. Stay safe.

From the second image, from top to bottom: NVR control or something Patch Panel Network Switch (Avaya), Patch Panel Firewall/router (Zyxel), 2U type, empty space PDU, Dell server blank panel, Raspberry Pi rack mount with two Raspberry Pis, Patch Panel Tripp Lite, UPS blanking panels, PDU, drawer. What I don’t recognize but seems like a HAM radio or similar device.

Check out the discontinued analog business radios from Motorola Solutions. These systems were part of their commercial two-way radio offerings.

You might check for a VGA port or similar connection at the back, then look for a keyboard, mouse, and monitor to see what’s being sent.
