It’s unlikely you can legally purchase Windows 8.1 and immediately upgrade to Windows 10. Such methods aren’t supported by Microsoft or standard practices, so they wouldn’t reduce costs in a practical way.

It really depends on where you are. Sometimes windows 8.1 will be like half the cost, and other times there will barely be a price delta. Either way just get the cheapest OS including windows 7, and then just upgrade to windows 10, because it isn't much hassle.
