Following the start of myPC, the PSU fan adjusts its speed without regard to the current load. This behavior is typical. It occurred with both the previous Aerocool VX600 and the latest Deepcool PF700 models.

Welcome to the forums, newcomer!
We're going to need a little more info. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.
How is the PSU oriented in said case? If your PSU is being starved of cooler ambient air, then that would explain why the fan on the PSU is always on full blast(assuming) in order to cool the innards of said PSU. The fans on a PSU is designed to operate per the PSU's needs, if it's heating up and needs cooling, then the fan ramps up, if the PSU isn't under load and has a zero-rpm mode for it's fan, then it's be off.
There's no mention of a zero rpm mode for the PSU;
