From my perspective this responsibility lies with the game developers to achieve it.
"With PS4 Pro, we intend to give creators the resources and technologies that enhance their artistic ideas," explained PS4 architect Mark Cerny. However, developers retain flexibility in applying these tools, so a strict 1080p 60FPS standard isn't enforced. Teams can opt for alternatives such as 4K at 30FPS or blend both approaches, as seen with Crystal Dynamics in Rise of the Tomb Raider.
