My performance frame rate (PFS) consistently drops from 90 frames per second to approximately 17 FPS every five seconds, even when playing less demanding games such as Minecraft. Despite my belief that my computer hardware is sufficiently powerful, this issue persists. Please advise on how to resolve this problem.

Provide complete hardware specifications, including manufacturer and model of power supply unit. Detail CPU and GPU temperatures and utilization percentages while the game is running. Report RAM, SSD, and HDD usage during gameplay.
