I managed to get funds for my Steam wallet for the first time on my account. Normally Steam puts restrictions, so I can't buy or sell in the market. I was hoping to create a Steam badge but couldn't purchase from the marketplace. If someone could act on my behalf, I'd really appreciate it and would trade any game gift for me. Consider trying a fresh start or logging back in. It worked for me when I updated my payment method and used the provided code during the summer promotion.

You can still use the code even if you didn’t sync your savings card. Just make sure the wallet is properly loaded with the correct funds.
