They just dropped another so-called "great new driver" that doesn’t actually help, and it’s still the same bad stuff. By now I’m pretty sure I’ll stop playing PC games for good and switch to a PS4.

Really? Have you ever encountered anything this poor on consoles? It's crazy—this 660 Ti is better than the 290X in that game... it's almost like a terrible joke.

I think there might be an issue somewhere in the setup. After upgrading from an hd7950 (1140/1500 overclock), the card seems to be performing better than your 290. I used to restrict opponents to five, which could have made a difference. Now I have a 295x2 and still struggle to maintain solid 60fps with many cars on track. lol
