I don't have any tool that could handle this, the process seems a bit frustrating. If you have more than one drive available for storing your files, this issue might be unique enough to deserve its own article. One of the few reasons strange program behavior can occur is related to hardware upgrades like CPU, GPU, RAM, etc., without needing to reinstall Windows.

I set up a new account on my computer and the problem disappeared, meaning it’s likely a software-related issue. I plan to restart components individually to identify the cause.
