You need a vector graphics editor. It's been a while since I used one like Corel Draw. I'm not sure which one to suggest. You'll have to experiment with different ones and understand their features, but once you grasp the tools and shortcuts, it becomes straightforward. Also, consider options like duplicate and align & distribute—they're quite user-friendly yet powerful. Don't expect to master all the details quickly, but you can usually meet most of your requirements in a short time.

It appears designed for teaching coding to children, yet it is quite capable for artistic projects as well.
Check out some of the sponsored initiatives and examples.
If you need specific effects in your artwork—such as angles or parallel lines—then develop a small script, utilize or design functions, and let it execute.
Adjust as needed.
This isn’t exactly the same as using a tablet with a CAD application directly, but it still allows for great creativity and artistic expression.
