You need a vector graphics editor. It's been a while since I used one like Corel Draw. I'm not sure which one to suggest. You'll have to experiment with different ones and understand their features, but once you grasp the tools and shortcuts, it becomes straightforward. Also, consider options like duplicate and align & distribute—they're quite user-friendly yet powerful. Don't expect to master all the details quickly, but you can usually meet most of your requirements in a short time.
Design an SVG in a CAD tool, then modify it using a vector software such as Affinity Designer, CorelDraw, or Adobe Illustrator.
