I checked Newegg and found the Ryzen 9 12 Core 24 Thread 65W CPU. It seems unclear whether it includes an HSF or is limited to OEM only. Many users might find this useful for its 65W power consumption, but I think it’s unusual AMD doesn’t offer it as a retail package.

Would this CPU fit your needs? I’m not planning to spend over $500 on a processor, but I’m checking to see if it’s suitable for me.

AMD offers many proprietary products; the 3500 isn't sold in North America. The 4000 line is only available through OEM partners. The S suffix mobile chips are reserved for Asus. A few resellers might be looking for a lower TDP 12-core CPU for a workstation or a design that doesn't require the high clock speeds of the X-series but still needs to fit their size.

The AMD site focused only on the 4000 APUs on its homepage, missing the newer 5000 and 3000 models. I had to look them up separately since they weren’t listed there. Outside of notebooks, I’d skip prebuilt units and prefer building from scratch.
