You can definitely use the same product key after a full wipe and reinstall from USB. Just make sure you have the correct key for your version. For the new M.2, it should work fine too. Don’t worry about limits—just follow the steps carefully.

You're correct, at most you'll need to run slui.exe to turn Windows on.

Based on my observations, the worst scenario when using an OEM key on a new drive is contacting the phone activation service, which usually requires around 10 minutes before you can proceed.
