Capping at 70°C is acceptable. Static temperatures are too inconsistent for practical use. Your readings are within range. For actual measurements, execute Cinebench R23 and monitor temperatures and clocks via HWInfo64.

Yes, Cinebench and HWInfo64 are compatible with Arch Linux. You should be able to run them without issues.
