I resolved the issue earlier, but after some time my computer became slow again. I completely reformatted the system and deleted everything. This never happened on the new machine. I've been using this PC for over two or three months. Today I turned it on, and it worked perfectly yesterday too—this was a recurring problem before I restored it. After that, it would start using high CPU usage quickly. I reformatted it to Windows 8, but old Windows files still lingered. The CPU usage fluctuates: it stays at 99% when idle, then spikes to 99% when moving the mouse or opening Chrome, making the system unusable. Recently I restarted it and everything seems normal again. The Superfetch service keeps the disk at around 99%–96% usage, though it sometimes drops back to 20%. Turning it off reduces the usage to near zero. This is Windows 8.1 64-bit AMD Phenom 9600 X4 Black Edition with 4GB RAM, DDR2, 2GB VRAM, Gigabyte disk (Samsung HD502HI SCSI 465 GB), GT710 processor, and 710 MB RAM.
