The 4770s typically handle up to 5 GHz, not 8 GHz. This seems inconsistent with the readings I see.

Have you attempted to increase its speed? What motherboard model do you own?

It seems like a typo occurred. Have you attempted removing the occt track and reinstalling it, or are you considering using another tool such as HWInfo64 to verify the clock speeds?

I'm using a gigabyte Z87-HD3. I've just reinstalled Windows after updating all drivers, including occt. I'm planning to run hwinfo64 to verify the results. So far, occt hasn't caused any problems, possibly a bad copy issue.

Notice clear inaccuracies. Disable the memory integrity option. Navigate to the Core isolation page via Start > Settings > Update & Security > Windows Security > Device Security, then under Core isolation, choose Core isolation details. If not already active, switch off the Memory integrity setting. Reboot your system.

This behavior is typical and not unusual. The system reports a single core running at a slightly higher temperature than the others, which can happen due to thermal management or workload distribution. It doesn’t usually indicate a serious issue unless it persists or affects performance.
