you recently received your CMRA and didn’t take time to check first. it was dropping to 60-65c at idle, but you could bring it down to 40-45c. the issue was the CPU fan not running due to a stuck SATA cable on the fan blade. now at idle, your CPU is hovering around 15-20% usage, which is unusual for Firefox with just a few tabs and a few lightweight apps. i doubt Hwmonitor is wrong because Task Manager shows very low usage and clock speed. i’m not sure if a clean install is necessary or if there’s something wrong with your CPU. you tried flashing BIOS, setting it to default, and even saved a custom profile—what changed?

Check the idle performance—minimum speeds are visible. Execute Cinebench R23, navigating to advanced settings. Perform a thermal analysis for ten minutes with HWinfo64 accessible to assess peak temperatures.
