You're experiencing performance issues where your computer slows down unexpectedly, showing high CPU usage but using very little actual processing power. This suggests background processes or system services are consuming resources. Since you don’t have admin rights, you’ll need to guide your tech team through troubleshooting steps without direct access. Focus on gathering logs, checking for resource hogs, and suggesting simple actions like closing unnecessary programs or updating drivers.

Seems to be an old system. 2 core CPU. Check what are the start up programs.

Assuming the answer is "yes," the update comes from the latest version of Bios.

I can't access this because I lack admin rights. The MSConfig won't launch without proper permissions.

The PC is quite outdated. I really think they won’t make any changes. Talk to them and request an upgrade if possible.

It seems to be a software issue, as you mentioned fluctuations in performance. Typically, it operates efficiently at around 12% usage and becomes much slower at higher utilization levels. Generally, it runs smoothly at 10-20% usage.

Without someone managing the tasks, things fall apart. The simplest fix is to order a cake and have it brought over personally to the IT team for repair. P.S.: A homemade treat from your partner could boost your system's memory by at least two gigabytes!
