The BIOS reset seems to have resolved just the CPU cooler's fan problem, not other issues. Now it powers up, then shuts off briefly and restarts again automatically.

Is your CPU cooler connected to the CPU fan connector? The SATA cable seems loosely seated, but that shouldn’t be the main issue. Does your PC display any unusual patterns when it starts—like fans cycling on and off or completely stopping? Also, could you share your PC’s specifications with me?
