I performed Dell SupportAssist Recovery to reinstall Windows 10 in December, but since then the CPU throttles down to just 1 GHz and gaming becomes extremely unstable. Frames drop drastically from 60 to around 30 FPS, making it nearly impossible to play. This situation is really frustrating. The processor never hits even 80°C during throttling. I've reinstalled Windows several times without success. Even after replacing the thermal paste with Thermal Grizzly, the problem persists. I turned off Dynamic Tuning and Processor Power Management, but nothing changed. This issue was completely different before the support assist update. My laptop is a Dell Vostro 7500 (i7 10750H/1650Ti/1 TB NVMe/16 GB DDR4 dual channel).

It seems your laptop's CPU behaved oddly after a restart, drawing only 6 watts instead of its normal 95 when running at 900 MHz. Unplugging the power adapter and then reconnecting worked, possibly resolving an issue with battery mode. Have you tried doing the same? It might have helped.
