It's typical for any CPU to pause its activity, with an i7 often resting between 35 and 60% of the time each day.

It's typical, actually. The reduced die size makes it significantly more difficult to quickly eliminate the sudden heat buildup.

During these warm months, high idle temperatures are typical. My Kaby Lake i7 may hit 40-50 degrees during idle.
