The issue is that my finger can't stay on the heatsink longer than a second, which confirms the problem and causes the computer to slow down.

Bios is the newest version. I believe I should purchase an i7 and a fresh motherboard since my i3 and current board aren't worth maintaining.

That’s one approach, but Haswell is outdated and damaged. Often I just swap parts since fixing a faulty component is simpler than diagnosing the issue. Or dealing with a vehicle.

As long as your processor isn’t an i5, and you push it to higher speeds, performance should be solid.

For gaming purposes, you should look for a processor with hyperthreading on a 4-core chip. Otherwise, any processor should suffice.
