I recently discovered after rebuilding my PC that the CPU clock speed has increased significantly. In the screenshot I captured, I restarted the system with no open applications or games. The speed jumped from 4.10ghz to 4.20ghz. My CPU’s base speed is listed as 3.59ghz according to the BIOS. I’m not attempting to overclock it. I’ve adjusted the BIOS settings back to default, but the speed remains at 4.20ghz. On other machines, lowering clock speeds was possible by changing power settings to power saving. This doesn’t seem to work here. Although turbo boosting exists, it shouldn’t be active when the PC is idle. Is this normal or problematic, and how can I bring the clock down?
PBO enables your CPU to operate at faster clock rates beyond its base frequency. C will lower the CPU's speed and voltage to minimize energy use.
