I just assembled a PC using a Ryzen 5 3600 on a Strix B450-F motherboard with 16GB DDR4 RAM. Task Manager shows the CPU running at over 4 GHz even though the base clock is set to 3.6 GHz. The BIOS hasn’t been changed, but I’m looking for a way to bring it back to 3.6 GHz.

They seem like a good opportunity—maybe there’s a setting in the BIOS to disable the boost feature. Otherwise, you might have to adjust the CPU settings yourself to prevent it from boosting (this is handy if you’re not planning to use high speeds).

I share the same motherboard but use Intel, which could cause minor differences. Standard configurations should suffice; verify Power Mode in BIOS (Auto is usually correct) and ASUS Performance Enhancement (should be disabled by default). Windows power settings influence clock speeds as well. As others mentioned, reaching base speed is uncommon. Disable background applications, avoid moving the mouse, and wait a few minutes to observe slower performance if you wish to see it drop. If the clock fluctuates significantly, your power settings are active and functioning properly.
