I recently purchased an HP OMEN 16 laptop equipped with AMD Ryzen 7 7840HS, Nvidia 4060, 16GB DDR5 memory, and a 500TB SSD. When playing games such as Valorant and xplane-11 at high or low graphics settings, the frame rates fluctuate between 20 and 40 in xplane-11 and 180 to 200 in Valorant (unlimited FPS). The issue isn't about frame rate but rather excessive CPU and GPU activity. In neither setting do CPU and GPU usage exceed 50%, staying around 35 to 40, regardless of the load or settings. Even when I enabled high performance mode in the Omen hub, it only adjusted fan speeds. What should I do?

Examine each CPU core separately instead of total consumption. You might face CPU constraints if a single or two cores reach full capacity, even if the remaining ones aren't engaged when the game isn't optimized for multi-core processing. For instance, a core operating at 100% would appear as 25% overall, but your performance would still be restricted. Laptops can also easily hit temperature limits in specific areas.
