My i5 9400f is reaching full speed during games, which seems normal since the CPU shouldn’t be limiting performance. I have a GTX 1660 with 6GB VRAM and 16GB RAM. I’ve checked everything thoroughly, but this issue persists and I’m really hoping someone can help me. Thank you very much for your assistance.

When I remove the cap on my frames, both the GPU and CPU reach maximum usage, and my CPU speed reading is significantly above 100%. It’s unclear whether this is normal or problematic.

Why are you talking like that? Your specs look good, but those little stutters every few seconds are annoying. I’d probably be happier playing on consoles instead of dealing with this now.
