It's typical for Ryzen to treat it as a workload and adjust voltage to activate cores. What's your room temperature? Which thermal paste are you using? The Chinese white one might cause issues.

It performs similarly across the board. Idles near 50°C at speeds between 0.9 and 1.42v on a 240mm AIO. Uses standard clocks; fans only kick in above 60°C. Under heavy use it stays below 75°C.
