I began investigating this only occasionally since in Overwatch my FPS sometimes drops from 144 (locked) to around 80 for a brief moment before returning to 120, but not back to 144. This shouldn’t be an issue with my setup (2070s i5 9600k).

If you suspect the RAM is full, keep playing while streaming and see if you hit 99% utilization. However, it might actually be a temperature issue. Monitor the temperatures during drops and raise them only up to 120, not 144.
