Are you using the Intel OEM cooler? It seems only three of the four connection pins are inserted into the motherboard. For proper installation, push two opposite pins simultaneously. Attempting to insert one pin at a time may prevent the fourth pin from seating properly, requiring significant force. The cooler might appear attached but won’t work. Did you check the cooler? Verified the fan is running? Are other fans operating correctly? After addressing the temperature problems, run InSpectre and turn off the Spectre and Meltdown protections. This should improve your CPU performance.

I ran some tests and found the CPU fan was overheating. When I increased the pressure on it, the temperature dropped by about 30 degrees. I ordered a replacement fan and it should be installed soon.

It sounds like the fan pins aren't fitting properly, which is why you ended up replacing them. Unfortunately, the new ones are too large for your motherboard's holes. You might need to adjust the installation or consider a different size that matches your board.
