2) Did you perform a fresh installation of the newest version or upgraded from an older one?
3) Can you remove Java and Samsung Magician, restart the system, and let me know if high CPU usage persists?
I purchased this laptop from Dell, which already displayed the standard stock image. Since then, some Windows updates have been applied. I removed most of the unnecessary software from Dell, including the TrueColor feature that came with the device. I haven’t performed a complete system reset before using it. About a month ago, I installed a 960 EVO drive and copied the operating system to it. After that, I performed a full disk cleanup on the original hard drive using DiskPart to repurpose it for games and storage.
I don’t recall the accessories included (though I did receive this laptop during Black Friday 2017). I’m fine with a clean installation; I can back up my files and the games are on a separate drive (fast internet is available).
Adjust settings according to the provided instructions. Turn off telemetry, Windows Defender and related features. After exiting, the program will ask to restart. It will notify you when Telemetry 3 has re-enabled, prompting you to click revert changes and exit. Download Autoruns to manage startup items. After extraction, open Autoruns64.exe, select Run as Admin, enter "Defender" in the filter and uncheck all Windows Defender entries since you're using a third-party antivirus.
ClassicShell is no longer available and was replaced by OpenShell. The version you're using doesn't work well with Windows 10 Redstone 5, so it's best to upgrade to the newest OpenShell release. You can download it from the provided link and preserve your settings as an XML file before importing it into OpenShell. After uninstalling, be sure to restart your system.
I left the telemetry settings active, which caused problems with achievements in Xbox play anywhere games. However, I completed the defender tasks in both instances. This appears to be the solution! My CPU usage is now approximately 2% during a true idle state.
