2.4 GHz is your base speed, so you're in TurboBoost territory. Nothing you can do to force it higher, as it's a locked CPU and motherboard. You'll need to find the turbo limit reason, and address that if possible. Make sure you're in balanced or high performance power mode to keep in the 45 W cTDP.

2.4 GHz is your base speed, so you're in TurboBoost territory. Nothing you can do to force it higher, as it's a locked CPU and motherboard. You'll need to find the turbo limit reason, and address that if possible. Make sure you're in balanced or high performance power mode to keep in the 45 W cTDP.

For example, my i5-8265u outperformed most of the four-core CPUs (including the xeon R5 3400G) even with default settings. Just be careful with voltage adjustments in throttlestop unless you’re experienced—this is the video I used to disable power throttling. I’m not sure if it will work on your device, but trying it could be worthwhile. Before proceeding, consider running a Cinebench test to compare performance before and after tweaking.

Are the latest CPU models already sold out? I can lower the voltage and bypass the power limits, which boosts my performance beyond what I get from an 8th generation chip.

Power restrictions are handled by the manufacturer (the person who built the laptop, board, or BIOS). It makes sense if cooling options are limited or the power delivery unit isn’t strong enough.
