I recently assembled a PC (R5 7600, 7700XT) and installed the drivers, yet my CPU and GPU usage remain minimal. The CPU sits near 4% and the GPU around 1%. In MSI Afterburner the GPU's clock drops from 10 to 50 MHz, and it also draws very little power despite a 750W supply. In games such as Fortnite and CS2 I’m experiencing significantly lower FPS compared to online benchmarks.

I recommend checking the game settings for any performance tweaks. If that doesn't resolve it, I suspect the new GPUs could be causing issues. The first time I tried MSI Afterburner in CS2 to monitor my clock speeds, I got the same frame rates but reported my GPU speed as about 500MHz. Now with Afterburner plus HiWinInfo64, it shows an average clock speed of around 1400MHz, which is much higher but still not matching the advertised numbers. I don’t understand why it changed unexpectedly and don’t know how to reach the expected performance.
