I don’t understand what’s happening. explorer.exe freezes intermittently, usually for a few minutes, then restarts briefly before working again. It affects Outlook and other programs. You’ve tried standard fixes like restarting, updating Windows, using ISO boot, and reinstalling. The files remain intact. What should you try next? This issue is really frustrating.

Holding onto all files could have allowed malware to remain hidden; Defender works fine but third-party antivirus is my preference. Install Malwarebytes, enable "Scan for Rootkits" in settings, and perform a scan. It might also be connected to hardware issues—review Event Viewer as well.
