If the code is 8, try these steps: Hold the “Windows” and “R” buttons to launch the Run window. Type “SLUI 4” in the window and press Enter. You’ll see a “Phone Activation” screen. Select your registration country, then dial the activation number. After dialing, enter your installation ID on your phone. It will prompt you to confirm how many Windows copies are installed under this license—select “1”. Choosing other options won’t work. Once done, you’ll receive a confirmation ID and can proceed with a valid product key.

I talked to Microsoft for an hour, and they explained their support process. I’m curious if this is simply a way to obtain product codes without paying, and whether they’re missing out on significant revenue.

There are several ways to bypass this, though it might cancel your key. Microsoft doesn’t need to pay if it’s the same device but a different drive. If activation never existed and you applied the key to ten units, they’d be okay.
