Can't rely on Rufus since my software manager isn't working. I'm using Linux Mint 17 instead.

Yeesh, I use Ubuntu, so there is a problem with that. Can you get a PC with Windows on it and try reimaging the USB drive you're using to install Win10?

I located a ready-to-use USB writer tool and plan to test it, though I’ll prioritize getting the newest Windows 10 release first.

You're right, you can only get Build 10162. The newest version is 10166 for those on the Fast Ring. Just visit Microsoft's site to download it.
