Have you looked at the temperatures? If they’re rising too much, it could limit performance instead of helping. If not, verify your CPU isn’t constantly switching to high speeds—this might mean your graphics card is restricting its power in the software you run. That could prevent it from reaching higher clock speeds either.

Single-core speed reaches up to 3.9GHz, while multicore performance tops 3.7GHz. Consider running Ryzen Master and/or HWInfo64 to display your accurate clock values.

I ran Prime95 on my processor and checked the Ryzen Master results. The EDC at 99% indicates a high level of performance under stress.

If the processor has to work it of course has demand for power. That's what that is. Percentage of Power limit. Would say it's all fine.

It seems typical during low demand, reaching 3900 won't occur unless there are very light connections or idle conditions.
