The mouse lag is definitely the main issue here.
I've already addressed the stutter problem, but the lag still puzzles me.
I'll test everything again tomorrow and share my findings!

I've tested all options yet the performance remains slow. I observed the game behaves differently when I restart my monitor, and sometimes it locks into 60hz after turning it off until I press Alt+Tab. I've also used a brand new cable, but it doesn't seem to be the issue.
