Experiencing problems with the mouse sensation and game performance issues that are consistently delayed and stuttering. Occasionally, games run smoothly while other days they become unplayable. Recently, I observed only four pins connected to my 8-pin CPU cable. Could this have been the cause all along?

It did and it seems better at that moment.
But the PC feels different each time I open it over the past few months, so I'll need a bit more time to be sure!
I asked just in general if this could cause problems, but I think the CPU might use less power, which is definitely possible.

Without understanding your specific configuration this remains speculation... most of the "extra CPU power" pins on the motherboard are intended for high-end CPUs and overclocking. If you're using an i3/i5 non-K or a non-X model, it might not even require that extra connection.

In such scenarios I would begin by examining running processes, reviewing Event Viewer/Reliability History, checking temperatures, and assessing available storage space. Depending on certain online games, the problem could also stem from poor ping or internet traffic during specific times. Of course, I'm just venting because we don't have enough information about what you're working with (just a hint).

Yeah that's my mistake, I really forgot about it, sorry!
Here are the details of my setup.
MOBO : GIGABYTE B450 AORUS PRO
CPU : RYZEN 5 5600X
GPU : GIGABYTE RTX 2060 PRO OC
RAM : DDR4 3200 16GB 2x8 CL16
PSU : CORSAIR VS 550W
DRIVE : M2 970EVO PLUS
Previously had internet problems but they're fixed now. My ping is stable and low, and I haven't seen any packet loss lately. Probably related to game servers. I used to play fine all day long. Also, latency tests consistently give good results. That's why I thought something was wrong with my PC.
Mobo only has an 8-pin connector. It doesn't have the extra 4-pin.
Thanks for your reply!

Begin by placing the connector back. Next, I might examine RAM usage and background processes. Temperature may also be a factor to consider. How occupied is your storage drive?

Yay I did right when I noticed it wasn't in place!
Temperatures are fine and ram usage too, haven't noticed anything weird. Also run memtest86 yday and had 0 errors.
Not full at all 400/465gb are free.

I don't have a monitor, so I can't provide its resolution, framerate, or sync type.

I'm testing at native 1920x1080p, 240hz settings, without gsync or vsync, they're not working. On Valorant I'm averaging 300-400 fps. I own an Alienware AW2518HF. Others have reported similar problems, but one person managed to fix it by hiring specialists who optimize PCs, which I can't afford at the moment. In the worst case, I might buy another one later. I plan to play tomorrow and see if the issue was resolved.

I believe it would help to establish a reasonable framerate limit and apply one of your sync techniques to address the stutter. The mouse lag is still unclear to me. Even if we use vsync at 60 frames with a low quality setting, ensuring performance stays above that threshold could help determine if the stutter disappears.
