I have nearly identical components and the same issue. My setup includes an AMD Ryzen 7 2700 Corsair Vengeance LPX DDR4-3200 C16 (32GB) with ASUS ROG STRIX B450-F for gaming, running at 2133 MHz. It works fine unless I use Ai Overlock Tuner and D.O.C.P., which prevents booting. The latest BIOS was installed. Any suggestions on resolving this?

Have you checked your RAM in the other slots? I'm facing a similar problem with my new setup. My system has a 3900x and an Asus X570 mobo. When I place the slots A1 and B1, it won't boot with D.O.C.P. But moving them to A2 and B2 allows it to run at D.O.C.P settings and even overclock. You can also try enabling D.O.C.P., then manually change the frequency to a lower level and see if it works. Your RAM is 4000Mhz, but it can't exceed 3000Mhz unless in the second set of slots.
