I removed the CMOS and reset it to BIOS, checked for booting, then adjusted voltage by 0.025V and retried.

Adjust the SOC voltage slightly higher and refresh the BIOS. It might be worth checking the IMC, as its performance isn’t great.

CMOS was cleared about 35 minutes ago. I encountered the same problem again. Regarding voltage, it's unclear which one is increasing—am I raising the correct value? I confirmed the latest BIOS this morning, and I'm using the BIOS from April of this year.

You can access the advanced settings by adjusting the board configuration. Look for an option labeled "dram voltage" and increase its default value by 0.025v before attempting to boot again.

3600 RAM on Zen+ is quite challenging to secure. If it were Zen 2, it would likely function well. Opt for 3200 instead. With Zen+, you won't notice any significant difference when exceeding it.

I adjusted the frequency to 3600mhz, increased the voltage as recommended, and everything is functioning properly now. I can actually launch Windows. How can I better confirm this setup works smoothly without any ongoing issues?

Currently it's functioning well, and I'm looking forward to getting on Zen 2 soon. This 2600 was essentially handed to me, so it matched exactly what I needed from the start.
