I’m facing problems where GPU usage fluctuates significantly during gameplay, leading to a drop in clock speed and occasional stuttering. When I run the highest graphics settings in a game, performance improves considerably. I’ve reset the Radeon software to defaults, increased my minimum clock speed, uninstalled drivers, and installed the recommended ones. Any suggestions would be appreciated.

Observed the need to delete games from the AMD control panel (possibly an adjustment the developers haven’t fully nailed yet), which results in a more stable and playable gaming experience. (ALT+R) During gameplay, remove these entries from the list and rely solely on global settings. Unless you prefer managing multiple game settings and stats for each title, which could lead to unpredictable FPS performance and inconsistent hardware usage.

in gaming, it's typical for the GPU to run at full capacity without any disruptions.

Yes, the issue is that it doesn't reach 100%, instead shifting between 70 and 30%.

Turn off Freesync as well, and ensure features such as VSync and cap max FPS are also disabled in the game.

I turned off freesync and adjusted the settings on my monitor as well. Cold War appears to function smoothly now, though State of Decay 2 still lags. I believe the issue stems from fluctuating frame rates.
