The problem is that your PC won't boot beyond the BIOS splash screen, which asks to press F2 or delete. After that, USB power works but then stops functioning. You've checked RAM and other components, and haven't changed the CPU connections. Adjusting the RAM doesn't seem to help. Need advice?

Consider starting with a single RAM stick to identify the problem. If you manage to enter the BIOS, try turning off XMP settings if they're active.
