Check the game file on Steam, verify its integrity, remove outdated video drivers, restart the system, then download the latest versions from NVIDIA or AMD.

I checked my cache previously and it worked fine. I’ll attempt a fresh installation of the drivers.

You can use a utility like "Display Driver Uninstaller" or "Uninstaller for Video Drivers" to remove video drivers.

.. What? Just Uninstall like any other object. Anyways I think this is a win 10 issue. Not sure if the game is fully optimized for win 10. Your hardware is fine, I know old cpu's like the phenom 2 can't run the game because some outdated feature on the CPU.

I removed and readded everything again, but it’s still not loading. I’ll hold off until the new 4TB SSD arrives after the RMA process, or I might revert to 8.1 Pro if it doesn’t work.

Maybe we should just observe. I’ve got three storage options—SSD and two HDDs—and both of my HDDs are about to fail at the same time.

I purchased a Windows 8.1 Pro license and configured a dual-boot setup with both Windows 10 Pro and Windows 8.1 Pro. Now I can finally enjoy the game, though the intro scene to Chapter 1 lacked sound for some reason. The game includes audio, just missing that particular cutscene.
