I chose all or a few items in the Recycle Bin and then right-clicked properties, but no dialog appeared. This happens outside the Recycle Bin when files are removed. I found discussions about this issue as far back as 2011, but no solutions were identified. Recently, I deleted files via Windows Disk Cleanup—could that have triggered it? Restoring a point might help.

That's actually normal behavior for Windows. If you check the hidden RECYCLE.BIN folder on your drive, you'll find details about the files.
