I assisted someone with problems on a 5950x. Initially they opened BIOS just to reset. I ran a dark hero x570 and had to disable the CPU fan due to an AIO. There were several issues: it was stuck at 54MHz, core voltage wouldn't exceed 0.9V, and manual fixes didn't help. They mentioned ROG R23 multicore with 8000 MHz. I attempted various solutions—swapped power cables, installed new RAM, replaced PSU (no compatible CPU found), turned off precision boost, adjusted power plans, updated BIOS, flashed an older OS, used Linux and a fresh Windows install. Tried manual, auto boost, and all presets. Also experimented with a different Linux distro and a brand-new Windows version. Any recommendations? I suggested contacting ROG or AMD about replacement parts. They didn't have a photo of the R23, but it looked very poor—well under 120$ CPUs.
Ryzen Master displays CPU boosting at 4.2GHz across all cores using 1.20625V. The Task Manager window isn't useful since it's idle. Speeds lower when not under stress, which is typical for that condition. Have you checked for thermal concerns? What temperatures occur during operation? And what is the power consumption? The upper part of Ryzen Master provides this information when using R23.
I’d review your power plans once more (verify you’ve installed the AMD CHIPSET driver that appears as a Ryzen Power plan). Also, inspect your thermal settings—they might be faulty, so recheck them carefully.
The Ryzen master displayed identical results to Task Manager, showing the current profile instead of the expected one. After rebooting, the situation remained unchanged. In HWmonitor, thermal readings matched the built-in CPU cooler temperature. During operation and idle phases, temperatures stayed around 30–33°C.
