It's hard to pinpoint exactly what's wrong, but I found similar problems here and there. It seems unrelated to Linux, possibly because you launched Steam with administrative privileges. You might want to verify if another Steam client is active via System Monitor (like Task Manager). If not installed, use PopOS to install it. When done, ensure your Steam files aren't in the default /home/.steam directory. If they are, move them elsewhere and delete the ./steam folder. Restarting Steam will rebuild that location. You can then redirect Steam to point to your new location, which may be on a different drive, using Disks for automatic mounting.

The proton experiment isn’t functioning properly for you. It seems to freeze when trying to install DirectX, and your games are on a different drive. Since you’re not a beginner with Linux, none of the suggested solutions worked.
