Pc specifications: Windows 11 home (upgraded from Windows 10). I faced some difficulties so I performed a factory reset using a fresh install of Windows 11. Graphics card: MSI - AMD Radeon RX 6700 XT MECH 2X 12G OC (upgraded from MSI - GAMING X NVIDIA GeForce GTX 1660 SUPER). Processor: AMD - Ryzen 5 3600. Power supply: CORSAIR - CX-M Series 650W ATX12V. Motherboard: MSI - B450 TOMAHAWK MAX. Monitor: Dell - S2721DGF 27" Gaming IPS with HDR 165Hz and FreeSync compatible, supporting G-SYNC. I recently upgraded my GPU last month without issues, but problems began after switching to Windows 11 a few days prior. I’m experiencing FPS drops together with stutters and freezes. Pressing Alt-F4 and clicking the game seems to resolve some freezes. The free frame rate reaches around 40 and then stalls, requiring frequent tab switches. My target is to match my monitor’s refresh rate (165Hz), but it frequently jumps to 200+ or even climbs to 500-600, causing freezing. I’ve turned off Game DVR in regedit as it appeared problematic online. I also disabled ULPS in MSI afterburner after reading about potential issues, and that helped significantly. Now I can maintain my monitor’s refresh rate without jumps, and frame drops seem to vanish. I’m still encountering similar issues today, only this time disabling ULPS resolved them. I’m still writing this post to see if others can help identify the root cause or confirm if ULPS was the fix. I’m not sure what ULPS does, and I prefer keeping GPU settings unchanged unless necessary. All my configurations remain consistent from Windows 10, which adds to my confusion since I’ve been upgrading continuously.
